Club Constitution

CONSTITUTION

  1. The Club shall be called the “WEXHAM PARK GOLF CLUB” (hereinafter referred to as “the Club”).
  2. The Club is a proprietary club, the proprietor and Sole Manager of which (subject to the rules) is Wexham Park Golf and Leisure Centre Ltd.
  3. The proprietor will provide the Club with the Club premises and all reasonable necessities for carrying on the Club in accordance with its objectives and these rules. He will be solely responsible for all expenses connected therewith for the engagement, dismissal and payment of staff and for catering and all other matters which involve the disbursement of money relating to the Course and Clubhouse.
  4. COMMITTEES There should be two Committees. One to serve the Gentlemen Members, and on to serve the Lady Members. These Committees should be independent of each other.
  5. The Members Committees will manage competitions, handicaps, social events and associated members affairs. The funds to support golfing and social events will be raised primarily through competition entry fees and social events. These should be administered by the Clubs Committees as deemed appropriate.
  6. The object of the Club shall be the promotion of golf and affiliated sporting activities for the betterment and enjoyment of its members. The rules of the Royal and Ancient Club of St Andrews. Local rules may be introduced providing that they remain within such rules of golf.
  7. MEMBERSHIP Full members shall be limited to such numbers as the proprietor may from time to time determine. They shall have the right and privilege of playing golf when the course is open for play, and be entitled to such reduction in green fees and to such privileges as permitted and advertised by the proprietor. The course is a pay-as-you-play course and members must pay the appropriate green fee before playing on the course.
  8. The membership of the Club shall consist of the following classes: A – 7 Day Male B- 7 Day Female C – Junior (under 18) D – Veteran (over 60) E – Joint Husband and Wife F – 5 Day G – Social, H-Honorary.
  9. With the exception of “Social Members”, all members will be deemed to be full albeit that their membership status may mean that certain restrictions apply.
  10. Members of the public paying a green fee, using the practice facilities, or using the facilities for golf related purposes shall become social members for the day.
  11. A list of the names and addresses of all members (except social members for the day) shall be kept on the premises.
  12. No person shall become a member unless he / she has been duly elected due to class of membership, paid the appropriate entrance fee, and been proposed and seconded by existing members or members of the professional staff.
  13. Every member of the Club on his / her election will be deemed to agree to submit to these rules and act in accordance therewith.
  14. ELECTION OF MEMBERS No person shall be admitted to membership or the privileges of membership without an intermission of at least two clear days of elapsing of nomination and application and admission.
  15. GENERAL MEETINGS Both the men’s section of the Club and the ladies section of the club shall have an annual general meeting in the February of each year, or within three months thereafter as the Committees shall determine.
  16. Any proposition relating to the welfare of the Club may be discussed at the annual general meeting in each year, but no resolution shall be proposed thereat unless twenty eight days previous notice of the same shall have been given to the Secretary in writing, or unless the form of the resolution shall appear in the agenda annexed to the notice convening the meeting.
  17. Extraordinary general meetings may be called at any time by the Committees or upon the receipt of a request to such effect addressed to the Secretary and signed by at least fifty full members, setting out the resolution to be proposed thereat. On receipt of such a request the Secretary shall call an extraordinary general meeting within 21 days.
  18. The Secretary shall issue notices for all general meetings (whether ordinary or extraordinary) and shall post in the Clubhouse at least seven days previous to the day of the meeting copies of the resolution or resolutions to be proposed thereat. Twenty one days notice to members shall be necessary in the case of annual general meetings for the passing of a special resolution and fourteen days in the case of other extraordinary general meetings.
  19. In the case of equality of votes, the Chairman shall have the casting vote in addition to his own. Unless a re-count be demanded by at least two members, a declaration by the Chairman that a resolution has been carried or lost shall be conclusive.
  20. THE COMMITTEES Elected members of the Committees of each section together with such non voting members as are mentioned in these rules shall constitute the Committees and shall include the Proprietor or her delegate.
  21. The number of each Committee (exclusive of non-voting members) will consist of at least the Captain,  and four further members who will all receive dispensations from the business as it sees fit. The Proprietor or her delegate will be non voting members. The maximum number of voting members will be eight. The Secretary of the men’s section will be listed as the Club Secretary for administration reasons and will sit on the men’s Committee and be a voting member of that Committee. All members of the Committee elected from the membership shall not receive remuneration.
  22. The Committee shall be entitled to organise golf competitions and social functions for the benefit of club members, and to raise funds for the benefit of the membership.
  23. Each Committee shall elect its’own Chairperson who shall be a full member of the Club.
  24. The Committees shall have the power to elect “officers” amongst its’ members to those posts decreed necessary by the Committees for the proper operation of the Club.
  25. The Committees shall elect a Handicap Committee from amongst voting members which will ensure that the handicapping of the Club’s members is carried out in accordance with the rules of the Council of National Golf Unions.
  26. The Committees may also create any other sub – committee or section as it may deem necessary to carry on the proper business and operation of the Club.
  27. ELECTION AND PROCEEDINGS OF THE COMMITTEE At the Annual General Meeting of the Club in each year, Committee members completing three year's service (exclusively of ex officio members) will retire from office, but the retiring members shall continue in office until the close of the meeting at which they retire. The members to retire in every year shall be those who have been longest in office since their last election, but as between persons who become members of the Committees on the same day, those who retire shall (unless they agree amongst themselves) be determined by lot. A member retiring by rotation shall be eligible for re-election. Any casual vacancy occurring in the Committees during the year may be filled up by the Committee, but the person so chosen shall be the subject to retirement at the next Annual General Meeting of the Club when the person shall be eligible for re-election, and he or she will not be taken into account in determining the members of the Committees who are to retire by rotation at such meeting.
  28. Any Committee member elected to oversee Juniors at the Club will be required to obtain an advanced CRB check and attend the relevant courses in Child Protection. The cost of such things is normally covered by the Golfing Unions, but otherwise all costs will be incurred by the Club.
  29. The election of members to fill the vacancies in the Committees shall take place as follows: Any two members of the Club shall be at the liberty to nominate a member to serve on the Committee, having previously received the assent of such member to his nomination. The name of each member so nominated together with the names of his or her proposers and seconders, shall be sent to the Secretary in writing, fourteen days at least before the annual general meeting and the Secretary shall post the same on the notice board seven days before such a meeting. Members so nominated shall then be elected by ballot at the annual general meeting.
  30. If any candidates for election to the committee obtain an equal number of votes, the Chairperson of the meeting will have the casting vote.
  31. Three members of the Committees shall form a quorum and questions arising at the meeting of the Committees shall be decided by a majority of votes. In the case of equality of votes, the Chairperson of the Committee shall have a second or casting vote.
  32. Disqualification of Committee members - if the person shall have been absent from meetings of the Committees and the Committees resolve that he or she has by reason of such absence vacated office, if such person becomes of unsound mind or if such person resigns his or her office by notice of writing.
  33. EXPULSION If the conduct of any member shall in the opinion of the Committee be injurious to the character and interests of the Club, or if any member shall willfully infringe any of the rules made for the government of the Club from time to time, the Committee shall be especially summoned to consider the case. The Committee shall request the member complained of to explain his or her conduct. The Committee, after proper consideration of the facts as stated to them, recommend that the Company take appropriate action – this may include the expulsion of that member in which case his or her name will be erased from the list of members and the said person shall not, in future, be admissible to the Club premises. No member shall be expelled without the above mentioned consultation with the Company.
  34. THE SALE OF LIQUOR The sale or supply of intoxicating liquor in the Clubhouse will be permitted during the general licensing hours in force within the licensing district.
